Angelo is advised to show mercy but remains adamant that Claudio must die. Claudio appeals to his sister Isabella, a novice nun about to take her vows. When she entreats Angelo to be merciful, he is ovecome with desire for her unattainable purity and innocence. He offers to let Claudio live if Isabella will relinquish her chastity to him which she refuses. The Duke overhears and suggests that Mariana (once betrothed to Angelo) take Isabella's place at the tryst to which they both agree. Angelo's proposal is carried out, but he breaks his promise to Isabella and orders that Claudio be killed immediately, but the Duke intervenes and restores justice.
